Bahrainthismonth.com 14 September 2023 Interview BusinessFriendly Bahrain Backed by a digitally-driven transformation agenda and a future-ready vision, Bahrain has cemented itself as an attractive destination for foreign investment owing to its business-friendly approach and value-adding investment opportunities, emerging as a leading contender on an international playing field. Bahrain This Month recently sat down with the Kingdom’s Minister of Industry and Commerce, HE Abdulla bin Adel Fakhro, to delve deeper into how Bahrain managed to carve out a thriving ecosystem for investors, entrepreneurs, and innovators. Congratulations on being appointed as Minister, a position you’ve held since November. How do you plan to promote Bahrain as a destination for foreign direct investment? When it comes to attracting investment, it is not so much promoting Bahrain as it is nurturing mutual beneficial relationships with investors. As Minister, I work closely with the Bahrain Economic Development Board, seeking out high-impact projects and companies across key markets and geographies that fall under focused sectors of Bahrain’s national economy, and in turn, we advocate what we bring to the table to investors. Beyond its strategic location serving as the gateway to the Gulf, with tax-free exporting and free trade agreements covering 22 countries – complete with a brand-new US Trade Zone – Bahrain offers businesses major advantages, including the most competitive operating costs and living expenses in the region to name a few. This has earned Bahrain its standing as the investment destination of choice for multinational companies, particularly in the manufacturing and logistics industry, which are seeking a reliable base to set up their operations or expand into the Middle East and North Africa region which is currently witnessing exponential growth. Of course, our human capital remains our biggest asset. With incredibly high literacy rates, Bahrainis are the most tech savvy, highly educated, and highly skilled workforce in region, aside from being fast learners by nature with a strong work ethic. Taking all the above into consideration, for foreign companies looking to invest in Bahrain, we can compete head-to-head with the best in the world. What are the government’s plans to support the growth of small and medium-sized enterprises (SMEs)? The small and medium enterprise (SME) sector holds significant importance, particularly in Bahrain, where more than 93 percent of private sector businesses fall under this category. Understanding the unique needs of micro-businesses and small-to-medium enterprises, we have implemented tailored initiatives to provide effective support and foster their growth in the market. In my role as the Chairman of the SMEs Development Board, I am dedicated to setting SMEs on a path towards long-term success. Our mission at the SMEs Development Board
Bahrainthismonth.com September 2023 15 Interview is to enhance the establishment processes and capabilities of SMEs, enabling them to thrive in local, regional, and global markets. We aim to increase the contribution of SMEs to the gross domestic product, exports, and employment opportunities within the local labour market. Since its establishment in 2017, the Board has made remarkable progress in implementing the initiatives outlined in our strategic plan. Through collaboration with relevant stakeholders in the kingdom, we have successfully accomplished 30 out of 44 initiatives. These initiatives focus on facilitating access to financing, providing market access, simplifying the business environment, developing skills, fostering innovation, and promoting growth to create economic value. Are there any specific challenges facing the manufacturing sector on the island and what are the government’s plans to tackle these? All sectors have their challenges and opportunities. Naturally, as a small island nation, one of the challenges facing Bahrain is the limited size of the local market in terms of scaling up manufacturing. However, Bahrain is unique to the region in terms of the export opportunities it provides, particularly in the manufacturing sector. We have several initiatives to support manufacturers to export their products to international markets, starting with the Gulf, then onwards to the MENA region and the rest of the world. Beyond the free trade agreements with 22 countries, Bahrain provides manufacturers and mega-factories operating in Bahrain with support through curated schemes, the most recent of which was launched last July, known as the In-Country Value (ICV) programme. This aims to incentivise Bahraini factories to buy locally because we saw a gap in the market where a lot of goods which are manufactured in Bahrain are not being used up the supply chain. Are there plans afoot to improve the ease of doing business in Bahrain? In line with Bahrain’s digital transformation plans, we recently launched an upgraded version of the integrated electronic portal, Sijilat 3.0, which aims to facilitate the establishment of commercial projects or complete any requirements related to commercial activities for its users. The latest version includes a more unified portal, with enhanced functionalities in the likes of a comprehensive dashboard, faster lead times, and a more seamless experience, as well as a virtual customer service representative feature, where businesses can conduct online meetings with the requisite government and ministry employees. Ultimately, this new, cloud-based system enables local and international investors alike to better manage their businesses from anywhere in the world, with increased efficiency, speed, and ease. The Golden Licence, launched earlier this year, is another example of an initiative launched to build upon the growing investment attractiveness of Bahrain as a businessfriendly destination of choice. Awarded to large-scale projects with investment value exceeding USD50 million, or that demonstrate the creation of more than 500 jobs in Bahrain, the Golden Licence provides incentives and streamlined services to foreign and local businesses, comprising key privileges and benefits, including prioritised allocation of land for investments, infrastructure services and utilities; as well as streamlined access to government services. What about the development of Bahrain’s digital economy? Is this a priority for your ministry? Bahrain is home to many firsts in region, including being the first to drive rapid digital transformation initiatives and introduce several tech-friendly laws and regulations in the likes of open banking, one of the first to introduce a commercial 5G network, and home to the first AWS Data Centre Region. To date, 85 percent of government data in Bahrain has been transferred to the cloud. This marks a first for any country in the world. Backed by progressive regulatory authorities in the likes of the Central Bank of Bahrain that keep pace with global trends, issuing forwardthinking regulations to fuel Bahrain’s thriving ecosystem of innovation, Bahrain operates with agility and drive, giving rise to success stories with regional and global impact. Naturally, remaining at the forefront of digital transformation is a top priority for the government of Bahrain. One of the key pillars under the Economic Recovery Plan comprises implementing tactical digital transformation initiatives across focused sectors, namely the non-oil sectors of financial services, manufacturing, ICT, logistics, and tourism. The strategy works towards establishing a world-class digital infrastructure in Bahrain by developing cybersecurity standards, attracting big-tech companies, and becoming a regional digital innovation hub. For the Ministry of Industry and Commerce, our ultimate goal is to lead the change which the SME sector wants to see in the economy. This entails continuing to build the requisite digital infrastructure and investing in the right platforms, which allow SMEs and other businesses to truly scale up their businesses, at a lower cost, and a greater scale, for a more sustainable and profitable future ahead. What are the latest updates on the US Trade Zone project known as the USTZ? First launched in 2020, the US Trade Zone (USTZ) has been set up as a dedicated zone for US companies to set up, benefitting from Bahrain’s strategic location with 100 percent ownership over their businesses, complete with state-of-the-art infrastructure. We work closely with local government entities, and the US Embassy in Bahrain, to raise awareness on the project. The Zone competes with the best of the best on an international level, phase one is already well underway, where a government tender has recently been issued for the construction of basic infrastructure works, power grid, and sewage systems, which will be awarded by the fourth quarter of 2023 / 2024. As for phase two, approximately 1.11 million square meters of land, with the ability to expand in the future, will be dedicated towards industry and logistics companies. We believe the USTZ extends beyond the opportunities it presents in terms of trade on the goods and services side, which has a positive impact on the Bahraini business community and US-based businesses operating out of the Zone. At the end the day, Bahrain has strong ties with the US, hosting the US Navy’s Fifth Fleet, and its logistical and operational support. This project forms another vital pillar that cements Bahrain’s commitment to enhancing bilateral economic, commercial, and industrial cooperation, particularly in manufacturing, logistics and distribution among American companies in local and regional markets. Is there anything else you’d like to add? We continue to form ambitious plans at the Ministry of Industry and Commerce to contribute to the growth of the national economy and are optimistic about Bahrain’s economic future ahead. With several key projects already planned in the pipeline, we remain focused on continuing to attract impactful investment projects into Bahrain, and ultimately, supporting Bahraini companies to scale up, be it through advisory services to facilitate their access to markets or providing support programmes through the relevant authorities, in the likes of Bahrain’s Labour Fund, Tamkeen, which provide SME and larger corporations with the subsidised training opportunities to bridge gaps in skills and knowledge. This framework of support enables the SME sector to work towards growing their business faster, more profitably, and in a more sustainable manner. This in turn, contributes to the growth and diversification of the national economy, resulting in a mutually beneficial ecosystem that catalyses growth, for the benefit of all sectors of the economy. Bahrain This Month sat down with him to find out more about his career and plans for the icon of the Kingdom’s hospitality scene. Can you give our readers a short overview of your career to date? Since I first left Australia, I’ve been with Four Seasons for 25 years! I’ve been fortunate enough to travel the world with them from Malaysia to Ireland to the UK, Mauritius, Qatar and now here in Bahrain and look forward to hopefully many years here. From your own set of values and expertise, how do you think that Four Seasons will benefit from having you as a General Manager? I think, especially in this part of the world, it’s about relationships. Having already been here in Bahrain for a number of years, it’s about nurturing those relationships and ensuring that we continue to deliver for our guests, for our employees and also for our stakeholders. Having that stability and having that understanding of how the market works and how our team operates is very beneficial for me to continue in the role. What do you think is the major aspect or factor of the Four Seasons brand which makes it stand above the rest? I think it’s about the culture that we create within our team in any location that we operate. If you treat your employees well, they’ll then treat the guests well. How we look after and motivate our employees goes a long way to them delivering on the promise to our guests. What first excited you about the hotel industry as a career? Growing up, I moved around quite a bit. Both my parents were in the army in Australia, which is where the travel bug started. This career allows me to travel the globe and experience the world and all the different cultures and countries. In such a demanding job, how do you maintain a work-life balance? It’s not the easiest thing to do when working in a 24-7 industry! With technology, the way it is, you’re contactable at all times of the day and night, but it’s important to try and spend as much time connecting and being involved with the family too. I am lucky that I’ve got a very supportive wife and three amazing kids who have got to travel the world with me. What do you see as the trajectory of the Bahrain hospitality industry over the next coming years? It’s exciting with the new hotels that have recently opened, along with Exhibition World in Sakhir, and of course the plethora of international artists who are now performing here. All of this obviously drives tourism and helps us to put Bahrain on the map. Do you have any further professional ambitions for Four Seasons in Bahrain? The next big thing coming is our private residences, with 112 being built just across the water from the hotel. What we’re finding globally is that people not only want to stay at the Four Seasons, whether for business or pleasure, but they want to be able to live at Four Seasons as well. They will have direct access to the hotel’s facilities and it’s an exciting step in our evolution.
Bahrainthismonth.com 18 September 2023 interview Leading with vision and expertise, Benoit-Joseph Metanomski brings his recipe for success to the table as he takes over as the new General Manager at the Mövenpick Hotel Bahrain. SERVICE Benoit-Joseph Metanomski may have landed in Bahrain just two months ago, but he’s already on a mission to take the island’s luxury boutique airport hotel to greater heights. His career first began when he shifted from the field of accountancy to doing a masters in hospitality with Vatel Paris. “Accountancy was not really for me, I was more of a people’s person,” says Mr. Metanomski, who was more than happy to pursue his true calling. Little did he know his decision would then take him travelling to work in multiple continents. Soon after his training began in France, he worked with two different hotels in Paris with Accor. “In 2006 I left for Ho Chi Minh City, Saigon, where I became front-office manager of Sofitel. That was the first time I moved overseas.” After three years in Vietnam, he had the opportunity to travel to Australia for two years. His career grew steadily and he became next in line to Director of Operations at the Sofitel Angkor Phokeethra Resort in Siem Reap, Cambodia, where he met his wife. Before moving to the Kingdom of Bahrain, his career took him to Thailand to work for the Pullman Phuket Arcadia Naithon Beach, followed by managing two properties in Bangkok and Khao Yai with Mövenpick. This is when he took on the role of Cluster General Manager and was tasked with rebranding a sprawling property on a golf course. He adds that he attributes his adaptability skills to being an avid traveller, which has positively affected the pace at which he settles into his new environment. Drawing on his expertise with the Accor hotels thus far, Mr. Metanomski believes he is able to navigate the Mövenpick Hotel Bahrain successfully to something of a balance between an airport hotel and a resort. “I am quite knowledgeable with the brand and the way we operate such a property. The hotel was also renovated a few years ago, it’s a beautiful property and I feel it’s more than just a typical airport hotel,” says Mr. Metanomski. He particularly envisions a scope for growth in the food and beverage sector, with a particular emphasis on incorporating wellness and lifestyle elements, “Considering the fact that there are 106 rooms, F&B is a big part of our business, between the allday dining, the famous brunches, the bar, the lobby, all the concepts that we can do around the pool.” Additionally, he believes his past expertise as Director of Operations will help him to work with his team to create new concepts, maintain high standards and propose new initiatives. Solidifying the hotel’s position in the market amidst new competition, Mr. Metanomski says, “the goal is to remain strong,” flaunting its reputation with the best brunch in town and the advantage of being a smaller, more attractive boutique hotel. “At the moment, our bar is undergoing improvements to enhance its liveliness. Our goal is to create a vibrant atmosphere seven days a week, offering unique experiences at various times throughout the day to cater to different preferences,” he says. To conclude, he shares three words that would best describe the charming hotel: “Luxury, passion and excellence – this is Mövenpick Hotel Bahrain.”
Bahrainthismonth.com September 2023 19 healthcare We explore the Tertiary Care facilities and services at AMH’s newest facility, King Hamad American Mission Hospital (KHAMH). “We now serve as a Tertiary Care centre, from our fifth, our largest, and our newest hospital facility,” states Chief Executive of the 120-year-old American Mission Hospital network, Dr. George Cheriyan. Since March 2023, the new King Hamad American Mission Hospital, a state-of-the-art futuristic facility in A’Ali, has been receiving patients both at its in-patient facility with a 125-bed capacity, as well as at its outpatient clinics. With a well-equipped and well-manned Emergency Medicine department, the admission and treatment of critically ill patients at the intensive care units is being done quickly and efficiently. “The hospital strives to be a centre of excellence for surgical services,” says Chief of Medical Staff and Medical Director of King Hamad American Mission Hospital, Dr. Deepak Abraham.“The modular operating rooms along with a skilled surgical workforce are well equipped to handle joint replacements of both the hip and the knee, advanced general surgery (both open and minimally invasive), bariatric surgery, minimally invasive urological procedures and stone diseases.” In addition, the state-of-the-art hospital boasts an extensively-staffed ENT department providing outpatient care and in patient services. The hospital is equipped with a unique hybrid operating room which can combine open as well image-guided peripheral vascular procedures. The radiology department is equipped with a 128-slice CT scan, 1.5 Tesla MRI, fluoroscopy and advanced digital mammography, providing a comprehensive imaging service. The endoscopy suite provides both diagnostic and therapeutic endoscopic services with a fully functional pediatric and adult gastroenterology department. In addition, the dialysis unit has the provision to take care of 20 patients simultaneously for dialysis, and over 120 in a day. The labour and delivery suites are also well equipped and carefully planned for a memorable experience for the mother and baby. Furthermore, the pediatric department has consultants to cover gastroenterology, endocrinology, nephrology, neurology and cardiology apart from general pediatrics, and offers outpatient, pediatric emergency and inpatient services. While the expert physicians and specialised equipment effectively create a world class offering, the ambience of the KHAMH deluxe rooms and royal suites prove to be the icing on the cake. We speak to the school’s new Director, Dinis Costa, about the establishment’s vision for its students. Mr. Costa, who is from Portugal, studied sports science and coached several teams at the start of his career. As his love for education grew, he started working at schools before moving to the UK where he lived for 11 years. “It was there that I progressed my career and started my Master’s in education. I then moved to Spain, where I took up various leadership positions,” says Mr. Costa. “While being a part of SEK Education Group*, which aims to realise each students’ potential to tackle 21st century challenges, I was offered the role of Director at Beacon School to help it grow further,” he states. Prior to his move to the Kingdom, Mr. Costa spent a week in Bahrain to acclimatise himself with the school. “Bahrain’s community is very special and everybody has a solution-focused attitude centred on enhancing students’ lives and helping them succeed in society. This is very much in line with my attitude,” he says. A Student-centric Approach As a transformational leader, he hopes to encourage staff, teachers and non-teachers, to become even more efficient team players while cascading this attitude and drive to the students. “I believe in listening to our students and allowing them to voice their opinions because they are ultimately at the centre of our actions,” he says. The school’s student body currently consists of 230 students representing 35 nationalities. “Admissions are still open and we aim to have 275 students by the end of the year. We have small classes consisting of 18 students which enables us to provide them with tailored guidance,” he says. One of the unique elements which sets Beacon School apart from others in the Kingdom is its partnership with CGC which works towards building students’ character. “For the last two years, we also provide the IB curriculum which focuses on exploring the learner IB profile, building character and different skills, in addition to improving students’ academics. This will play a key role in helping our students grow and gain entry to prominent universities,” he highlights. This year also marks the opening of the prenursery, catering to two- and three-year-olds, meaning Beacon now educates children from two to 18 years of age. The school also augments technology into existing teaching methods and practices. Facilitating Success According to Maslow’s hierarchy of needs there are five categories of human needs (physiological, safety, love and belonging, esteem and self-actualisation) which dictate an individual’s behaviour. “We need to have students who are happy, look after their wellbeing, and make sure that they are ready to learn. So, if we think about Maslow’s hierarchy, we need to cater to their main needs, socially, emotionally and academically in the beginning, so they may thrive,” he says. 2023 also marks the first year that the school will be having a graduating class of Year 12. “We have a counsellor that helps students look into universities not just in Bahrain, but also abroad. Tying in with the aims of SEK Group, we help our students to thrive and reach their university targets. That’s why our prime focus is on giving them the best offer in terms of subjects to help them achieve their goals,” he says. An Expansion in the Works The school is beginning the last phase of its construction soon and hopes to open its new swimming pool by the end of the year. “We will also be introducing drama classes that will increase the impact of our curriculum and our offer to the students,” he says.
